ok if u chose squirtle as a starter then raikou is your legendary 2 come out of hiding AFTER U BECOME CHAMP

You have to beat Elite Four obtained National Pokedex and also given Celio (Isl 1) the sapphire+ruby.Then get 30 Max Repels and go to Pallet Town.Use a max repel and run around in rt 1 grass for like 20 steps. then go back into Pallet Town+repeat the process til it shows up no wild pok will appear

He really is only in the wild there is no easy way to get him. U could try serebii.net/pokedex but that might not help. U can catch lugia if u go to 7 island and surf.
He's random. Once you're in an area that Rakou is in, save the game. Go look around in some grass and you'll find him pretty easily. Fight him, and if you fail at catching him, load up the save and do it again. Theres really no advice beyond that.

ok you can only get lugia if you go to an event so now that that is out of the way .


to get raikou he will appear randomly in the wild. to find him easier go to cerulean city and look for him in the grass patches there. use max repel and have a masterball ready.


also have the first poke in ur party under lvl 50
