Need and expert' s advice. What can you make of this?

I' ve been told by a person who supposedly lives in Cote d' Ivoire' s (the Ivory Coast) so-called economical capital, Abidjan, that after being the sole heir to an enharatance. Problem is the bank officials have the funds bonded hence Ithey cannot be withdrawn. This besides the fact that based on the agreement of deposit, the heir can' t have direct access to the fund until 25 years of age. However, the heir has reserved the rights to appoint a guardian on his behalf who could intercede and have his inherited funds transferred into the person's nominated account. I couldn' t make much out of this, being a law student in the 1st year so hope you can help me out.Need and expert' s advice. What can you make of this?
it's a scam!Need and expert' s advice. What can you make of this?
Absolute scam!! Do not respond--delete immediately. If you let yourself be suckered into this, you will end up completely broke because this ';person'; will steal every penny you own. Be smart.
Was this information given to you in some email from Africa that started out with something like ';to your kind attention'; and ask for your bank account information?
